Only network admins can create other administrators. It's a default WordPress behavior for security reasons so there's no way around this. As an admin in a multisite network, you won't be able to create or manage other admin accounts. You can create all other levels of accounts ie editor, author etc. but only network admin can manage admin accounts on individual sites. If you need another admin account set up, please submit a support ticket.
